Description of my  educational institute and current academic structure

I am working in PUNJAB EDUCATION FOUNDATION. It is an autonomous statutory body established under an ACT of the provincial assembly with its head office in Lahore. I have a set of documentaries about my institution highlighting the scope of work.

The Punjab Education Foundation works for the promotion of education, especially encouraging and supporting the efforts of the private sector in providing education to the poor, through public private partnership. Punjab Education Foundation initiated different programs after its restructuring:

1.         Foundation assisted Schools Program (FAS)
2.         Education Voucher Scheme (EVS)
3.         New School program (NSP)
4.         Continuous Professional Development Program (CPDP)
5.         Academic Development Unit (ADU)

Foundation Assisted Schools Program:
PEF—FAS is the flagship program of the Punjab Education Foundation to encourage and promote the access to and improve the quality of education. PEF has demonstrated that through public private partnership, better quality education can be provided at much less cost as compared to the cost by the Government of Punjab to educate a child in the public schooling system. The target schools under PEF-FAS are financed up to a maximum of Rs.350 per month for Elementary Classes and Rs.400 for Secondary Classes as tuition fees and related/allied charges. After entering into partnership with PEF under FAS program, the recipient schools shall not charge anything in any form from the students i.e. fines, recreation, books fee. Stationery etc.

Education Voucher Scheme (EVS):
Education Voucher Scheme launched in 2006 with an aim to benefit children belonging to less affluent and underprivileged areas, who otherwise cannot get education due to financial and social constraints. This scheme has got tremendous response due to its beneficial effect on poor segments of the society. Education Voucher Scheme employs innovative techniques to increase enrollment and enhance quality of education. Average cost of Rs. 350 per student, much lower than traditional programs (approx. 1/3rd as compare to Govt.) and No upfront cost of setting up new schools (e.g., infrastructure)
New School program (NSP):
New School Program (NSP) was initiated as pilot project in March 2008 to allure private sector entrepreneurs to set up schools in distant and remote areas of the province where private schools are scarce or absent altogether. Currently, NSP has 200 schools successfully working in 16 districts of Punjab. Financial assistance to develop educational infrastructure by giving Rs.350 per student to the maximum of 300 students per school.
Academic Development Unit (ADU):
Academic Development Unit (ADU) consists of a core team of subject specialists of English, Mathematics, Physics, chemistry and biology. Special care is taken while recruiting the academics of eminence and erudition for this prestigious assignment. The best minds in academics in the town and the premier institutions around make the selection body for ADU. The members of ADU have secure understanding of the subject knowledge and expertise in pedagogical skills for secure dissemination of knowledge.
The quality assurance in the organization is the exclusive responsibility of the ADU. ADU is the common thread running through all programs to ensure quality assurance for all the organic initiatives of the Punjab Education Foundation (PEF). ADU guarantees quality assurance mechanism for all the programs. Administering Quality Assurance Tests (QAT) gives a quantifiable measure of the impact of PEF schemes and helps in determining the learning outcomes of the schools
Continuous Professional Development Program (CPDP):
In order to contribute to overcome this limitation and further the aim of PEF to promote quality education by providing financial and technical assistance to low cost private education sector, Continuous Professional Development Program (CPDP) was launched in August 2005.
Three programs are operational under the umbrella of CPDP:
1.  Continuous Teachers Development Program (CTDP)
2.  School Leadership Development Program (SLDP)
3.  Subject Based Support Program (SBSP)
Continuous Teachers Development Program (CTDP):
By keeping in view the importance of professional development of teachers, CTDP was launched in 2005 for the training of school teachers of low cost private sector schools with particular emphasis on PEF partner schools. Basic aim of CTDP Trainings is to introduce newer educational methods and offer teachers in these schools a chance to share the most innovative ideas and concepts being explored today. CTDP future categorized in different levels i-e Primary Level Teachers (PLT) Elementary Level Teachers (ELT) and Secondary Level Teachers (SLT) with major emphasis on classroom management, teaching techniques, child psychology pedagogical skills and subject based.
School Leadership Development Program (SLDP):
School Leadership Development Program is a unique program introduced by PEF to sensitize the heads of the schools about the latest teaching technique through public private partnership, it was learnt that many teachers were finding it difficult to incorporate new and innovative teaching practices due to non-sensitization of the school principals. The Training focuses to highlight their administrative role as well as their role as facilitator to develop a vision with their staff for the betterment of the students. Through SLDP the participants are appraised on educational management aspects with particular focus on effective school management & administration.
Subject Based Support Program (SBSP):
In 2006 “Teaching in Clusters by Subject Specialist (TICSS)” was launched with the aim of promoting quality education in less affluent and marginalized sections of society by providing the services of subject specialists of Physics, Chemistry, Biology, Mathematics, and English. The subject specialists were allocated to 2 or 3 schools to impact learning outcomes of the students; and work on capacity building of school teachers and School Improvement Plan. TICSS program has now been reshaped as “Subject Based Support Program (SBSP)”. Now one teacher will be allocated to one deserving school for whole academic year.

NEEDS OF MY EDUCATIONAL INSTITUTION
I am working in Punjab Education Foundation (PEF) which is working to promote Quality Education through Public private Partnership (PPP) by providing both technical and financial assistance to under-privileged and marginalized sections of society all over Punjab. My Foundation always focuses on providing equal access to quality education to each and every child through its various programs. In this regard, we face different kinds of challenges and there is a dire need to address all of them. Detail is as under:

  • Establishment of Teachers Training Institutions/Professional Development Centres
  • Availability of Qualified Staff
  • Provision of Low cost and No Cost Learning Material to improve the learning process
  • Establishment of “State of the Art” Laboratories in all Schools
  • Trainings on Technology Integration in the classrooms
  • Established of “Reader Friendly Libraries” in each school
  • Availability of “Generators” in each school to avoid any hindrance in teaching-learning process
  • Spacious School Buildings along with playgrounds, big classrooms, comfortable furniture and examination halls built on the principles of Health and Hygiene.
  • School Buses should be available in all schools

NON-SIBI REFLECTION

I have been involved in supporting girls and boys in Pakistan who discontinued their studies due to any reasons i.e.; lack of resources, awareness etc.

For Example: I use to visit far flung areas of Punjab especially southern Punjab in the districts with low literacy rate, where I found lots of young talented girls who discontinued their higher education just because of lack of resources and non-awareness. I use to give them motivational speeches to continue their education even they are scarce of resources. I tell them they are the only people who can bring change within their community. I tell them it does not matter that they don’t have any college or University within their village, they can continue their journey to higher education through distant learning programs and appearing in examination as private candidate by studying at home. In order to make this process convenient for them I use to make networks or linkages among different students with different areas of subject expertise. By doing this a sense of collaboration is established among them and they learn to participate effectively for the betterment of people within their community.

MAX WARBURG COURAGE INSTITUTE

On a beautiful morning of July 10, 2012, we all (19 PELI members) visited MAX Warburg Courage Institute. I learnt that how painful and sorrowful incidents of life can be converted into a noble cause. MAX Warburg Courage Institute is based upon the courage of a mother and his 11 years old young boy who is no more with her.

I liked their curriculum. It was really dynamic covering class 6 and 9 students. I especially liked the idea of essay writing competition. Even students from Pakistan can also participate in it. Another important aspect was that teachers were also trained on how to incorporate curriculum in classrooms.

“REFLECTION ON WASHINGTON DC VISIT”

It was one of the most memorable visits of my life. Its like dream come true. It gives me very nostalgic feeling when i am sharing my reflection on DC visit. I would like to share the “Highlights” of Washington DC visit.

On 22nd July, 2012, we (19 PELI members) went from Boston to Washington. We landed on “Washington Reagon National Airport” and stayed in “Hampton Inn Hotel” situated in the “Crystal City Virginia”. After, enjoying a delicious meal at Kabob Palace”. We went for a “Trolley Tour- Monuments by Moon Light”. Through this, we got an opportunity to visit various “Monuments and Memorials “in Washington DC like;

a) Lincoln Memorial

b) Thomas Jefferson Memorial

c) Korean War Memorial

d) Iwo Jima Memorial

e) Air Force Memorial

f) Pentagon Memorial

g) Theodore Roosevelt Memorial

l) Martin Luther King’s Memorial

m) Washington Monument

n) World War-II Monument

p) Capitol Building

q) White House

r) Arlington National Cemetery

s) Statute of Einstein

All these memorials and monuments made me realized that Americans give great recognition to their leaders and this is one of the reason they are now ruling the world.

On July 23, 2012, we visited “State Department” and met Susan Domowitz, Beauro of Educational and Cultural Affairs, Professional Fellows Division and Mr. Shahid Amn Uallh, representative of Muslim Community, an interactive information sharing session was held including experience at Institute, cultural exchange and Map Implementation. Later on, certificates were also awarded to all of us.

Afterwards, we visited Pakistan Embassy and had a wonderful session there. We shared various ideas with Director Foreign Affairs and met Pakistani Ambassador, Ms. Shirin Rehman, over there. So, it was a great day for all of us.

In evening, we visited “The Dallas Islamic Centre”. We met renowned Islamic scholars over there. They arranged “Iftar” for us. It was really a marvelous experience over there.

• On July 24, 2012, we visited “Senators Office” met Senator Jean Shaheen staff. It was the most wonderful experience for me. I felt honored to be there and sharing my ideas and point of view with them. My voice was heard.

In afternoon, we went Smithsonian (the world’s largest Museum and Research Complex- includes 19 museums, galleries and National Zoological Park). I visited “Space and Science Museum”. Later on, we had an adventurous ride on METRO and went to “Pentagon City Mall” to shop.

On July 25, 2012, we visted Voice of America and a had a brief session on history, functioning and broadcasting over there. Later on, interview sessions were conducted in Urdu and Pashto. We also got an opportunity to meet Yasmin Jamil (a famous Urdu Newscaster) over there.

Afterwards, we visted “Old Post Office Pavillion” and viewed “315 foot clock tower”. It was a wonderful place to visit with lots of shopping centres and restaurants. Here we got an opportunity to see a 360 degree view of Washington DC and felt the cool soothing breeze. Finally, we left for airport at 3:30pm and after having 1 hour flight we reached back to Boston.

Overall, it was a great learning and enjoyable experience for all of us. It is unforgettable journey of my life.

Based upon the brainstorming session with Mr. Khurshid Ahmad in Islamabad on October 20, 2012 and subsequent meetings with PEF management, undersigned modified Master Action Plan before its actual implementation, i.e.; to conduct a training session for the teachers teaching in District Lahore of Punjab, then based upon the findings of the said training session further training sessions may be organized for rest of the districts in Punjab. As it would be difficult for the female teachers from far flung areas especially Southern Punjab to come and stay in Lahore due to social constraints. Based upon this finding, the idea was developed that initially to prepare a group/batch of teachers in Lahore and later on use them as a resource person to train teachers in deserving areas.
After this undersigned arranged an “Orientation Session” for the school principals of district Lahore to make them aware about Master Action Plan. Nine (9) FAS school principals attended the “Orientation Session”.  All school principals agreed to send their teachers for the said training and proposed that training should be conducted after Quality Assurance Test (QAT) and Schools Annual Examination, i.e; after February 20, 2013.
I told school principals that as per policy i have to submit “MAP Implementation Report” till February, 2013 and it is only possible if i conduct training session during winter vacations, i.e; December 24-31,2012 sothat Follow-Up activity may be conducted during January,2013 on the basis of which final report may be submitted in February, 2013.
Finally, following three schools agreed to send their teachers for said training session:-
